Did anyone really believe he would not? If I were in Joe's position I would do so, too. I fully expected it after the election, win or lose.
And when he was asked before the election, what could he say? "Yes, I am pardoning him." would have guaranteed a loss for him or the eventual nominee.
Because he can. It's one of the perks of being President. Most Presidents pardon many people just before they leave office.

No. Joe stated repeatedly and emphatically that he would not pardon his son... So it's quite clearly not the same thing. The question here; however, isn't whataboutism. It's why he did so. Is it because he feared it would come back to bite him and other family members in the ass. Is it out of love for his son? Etc

That's besides the point though. The question here is why Hunter was pardoned despite Joe and his administration repeating emphatically that they would not do so is the question.

If Hunter gets pressed or found guilty of much more... it leads back to the big guy eventually. By giving him a free pass, he secures himself from further legal problems.
