I was in the passenger seat of a car and we slowly passed another car going the opposite way. A girl I know of was in the passenger seat of that one. As we got close, she looked right at me, said “look, there’s [my name]” out loud, and held eye contact for about a second.
I think she had some out-of-town friends in the car, and I’ve never spoken to her in my life. I think She’s good friends with one of my cousins, but my cousin wasn’t in the car, so I don’t know if that’s just a normal thing to do or not. Also, every time I’ve driven by her walking in the past, she stares, and smiles at me. I’m also not close at all with said cousin so asking her is probably not gonna happen.

I was going to say that it is impossible for a middle aged man to ask something like that until I read the last sentence where you state that you are in your middle twenties.
Even though you give that age, this is certainly not the behavior of someone that should have a minimum of life experience. I do believe that you are 16-17 at the max and not in your mid-20s.
You are asking us for something we don't know. We don't have any context. Have you done something to her previously that would lead her to behave that way? Are you a celebrity? Perhaps someone that has a reputation?
Until we know everything, it is not possible to know why. If you want to know, then your best bet is to ask that question to the person directly.
