Shame is definitely felt but there are people who don’t feel shame simply because they are raised to think their actions are not shameful and that what they are doing is ‘normal’ so don’t feel shame about it or see what the big deal is.

No, shame is natural and is evolutionarily advantageous. You can be conditioned to feel shame around certain things but there is inherit shame.
