Why do guys stare if they are clearly not interested in you?

I noticed this guy would keep staring at me from a distance, so I walked up to him to start a conversation. He got all red in the face and turned away so I just left thinking he didn't want to talk to me. After I walk away, he continues to stand over there and stare at me. After months of this, and watching him stare and watch me at a bar, I just walked up to him and asked for his business card and gave him my number. He never called. I saw him yesterday and he is just standing there staring at me. When we are up close in conversation he is always staring into my eyes and smiling his big smile. I don't get it, clearly he isn't interested. So what's with all the eye contact, smiling and staring/watching me from a distance?

Maybe he's just being a douche lol. If what he is doing is still aggravting you, then go up to him and tell him to stop or just try and have a regular conversation. Ya know, try and see where his head is at

Why? I gave him my number, he didn't call. Guy not calling = clearly not interested. He isn't shy, but its unnerving that he watches me and stares and looks into my eyes while smiling. You would think he liked you, but alas obviously not.
