What does “no, thank you” mean when declining “do you speak English”?

I was in Poland where i asked one woman do u speak English and she said no thank u. I didn't offer her nothing so what did she thank me for. i didn't want her number either.

That person is most probably not proficient in English and does translate literally what he would say in Polish. I am not proficient in Polish language and its phrase construction or grammar.

It could be that in Polish, "no thank you" is simply the way of expressing a negative opinion. A lot of languages do have odd grammatical wording that could translate into something that is not spoken in English.

German for example would be a good example of sentence construction that, if translated literally into English would have an odd feel and immediate single that person out as non native English speaking.

I think it's proof that she doesn't really speak it since she is answering in a sort of incorrect way, but she knows to say something polite?

Well, she probably meant no, I don't. Can't blame her if she doesn't speak English.
