Do women actually like being approached by a stranger to talk?

In places like coffee shops , parks and train stations I often think that women would like to be talked to by their body language but in England it is difficult to tell because our approach is guarded somewhat. How can I tell if they might like a conversation?
They will often smile but then look away and when I’m doing something else a few seconds later I see them looking at me. Difficult to gauge :)

It doesn't bother me, because it's kind of expected. When I'm in a public area, as you described in your update, I don't mind having a friendly conversation with a stranger. A lot of times it's actually funny and memorable lol

I think that’s the trick for a guy - don’t be weird about it just treat it as a conversation with another human :))

It depends a lot on the situation and location. There are places where I don't mind and places where I really dislike it.

Not really but I guess it depends on how they approach me if i start to become uncomfortable I’ll ignore them.
