Is She into Me, Wants to be Friends, or Simply Doing Her Job?

So I'm attempting to inderstand this woman I've known for almost two years. She works at a company that sells food products and does tours of their property (she's a tour manager and oversees about 10-15 people).

She's been potentially giving off hints of interest to me. Like the couple of times I've bought food products and she sold them to me for 50% off. Or the time she let me go onto a tour, a $30 value, for free and told her coworkers not to hassle me about it. She's even talked about having me go back onto the tour again.

Also recently when we saw each other (her company does stuff at the farmers market locally), we were talking and I mentioned us going out for pizza and taking the ghost tour at the Stanley Hotel, which she adamantly agreed to both and took my phone number (which she immediately texted). She also gave me two huge hugs, which one of them she initiated, herself. These seem like signs of friendliness or interest. These are certainly all things that are outside of her job as a manager.

What throws me off is she doesn't reply to my texts. I know this time of year is busy at the workplace for her. She also might hate texting or isn't a great texter. This is the part that confuses the hell out of me and makes me second guess her intentions.

If someone could help me out here, I'd greatly appreciate it. I'm at a point where I don't really know what to think.

EDIT: I also know she hasn't even opened my messages. We both use Android and when a person opens your message, it turns blue. Those messages don't have the blue indicator so they weren't read by her. Maybe this helps to know this little bit of context.
