You haven't displayed enough outgoing affection for her to feel comfortable with you. She may be conscious of it, maybe not. Either way, it's driven by her feelings and her feelings tell her that you are unknown therefore unsafe to hug.

This happened to me before. I don't make it personal, I mean, I just so happened to not vibe with her as the others did. My social skills diminish as the group grows larger than 3 and I just end up not acknowledging some.

I have this same problem too. either she is being a total bitch to get on your nerves OR she likes you, but she is trying to act tough. 9/10, she probably likes you.(check out the term 'Tsudare')
