We flirt in person and sometimes I catch her looking at me from a distance if I'm talking to someone else, but she never texts me.

maybe she"s too shy! I think you should text her and flirt a little, make her feel that the feelings are mutual. If she's not interested and doesn't reply to you messages or your flirting, leave her then. But if she does then she really like you :)

if a girl is into you.the best thing you got to lead with is meeting face to face that way you can see her face expression when you guys are talking:)
