Example: Sitting at a restaurant bar a girl I met during conversation put her legs on me instead of on the bottom of the chair.

It's hard to tell what it means. It is definitely a sign of comfort. If she was creeped out by you she wouldn't do that at all.

Typically though I only flirt with guys like that if they are more like friends...when I'm really attracted to somebody it makes me nervous enough that I act a little more formal with him.

At least comfort. If she's drinking it could add to her being very forward and flirty. If she's really short it may be a habit because a lot of time short girl's feet don't reach where everybody else's do.
