In the middle of our church service he will look over his shoulder a lot and will stare at me I usually will smile and he will smile back but I don't know if he likes me or if he's just being creepy? I like him but I don't know if I should talk to him. He's really cute!

Point is, most likely he finds you a bit attractive, or at his age, he finds just about anything with a vagina attractive. Other than that there is no telling what he thinks about you or what his intentions are. He might just be simply enjoying the eye candy for a few minutes before he's on his way and done with church for the week. Maybe he's mad crushing on you. There is no way to tell other than talking to him.
