What does it mean when a guy at church keeps staring at me?

I’d go to mass every Saturday and would see him. Throughout mass I would see him look at me but would not smile or anything. Just stare. We’ve never spoken to each other before, but I would see him literally every week and the same thing would happen. Don’t know what it means as it’s been happening for a while now.

If he is doing it every time he definitely finds you attractive. Probably nervous and/or shy and hoping you don't notice, only reason I can see why he doesn't smile back. Me personally I'm extremely shy and when a girl I find cute notices me looking I usually look away very quickly.
