Does this guy have a staring problem, or does he like me?

This guy always stares at me but with no expression he doesn't smile or anything just blank, what does this me does he like me, or does he have a staring problem.

Really hard to say but sounds like a staring problem more than trying to flirt or get your attention. Some people don't even realize they are doing it and the way that they look. There was a guy back in high school that did that and looked pissed off. The one day I just asked dude have I done something to you for you to look at me like that? He laughed and said no he didn't even realize he was doing it or looked pissed.

Well i wouldve said the same issue with me only the first time the guy i like walked past me, stood and turned round to my direction then across the table staring with his mouth open. I wanna mention something too like does he think i look weird or something?
