Maybe go somewhere where he has to have his shirt off like the pool? Try and compliment him there and show that you don't care about it to make him feel comfortable. I'm sure he will feel more comfortable if you are in a situation like that and show you don't care.

Well that's just how some guys are. Till this day i still don't go to the pool shirtless, not sure why but i do like my body. I walk around my front lawn in broad day light in boxers only but the pool is a no go. Maybe he just fears being judged? Also maybe he just feels as if he wants to be able to take his shirt off and just have you attack him? That's how i use to think

Take your top off for him, it's called GRIT it's a psychological application of minor concessions imitated by you. Show him what you've got and he will be much more comfortable showing what he's got.
