Since you are the dominant personality here, you must approach him and stand about six feet from him, then ask authoritatively, "Why are you staring at me?" (It would be good if your head was higher than his, perhaps when he is sitting and you are standing). Of course he will have some lame excuse if he has ability to form words. This kind of guy, perhaps due to immaturity or lack of sophistication, needs instruction on how to behave. You should tell him frankly in your schoolteacher voice that it is impolite to stare and tell, don't ask, him to please stop. You face should be verging on a frown and you should be making direct eye contact as you speak to him.
If he manages to say anything resembling a conversation, you may then gauge your interest in him, if that applies, and carry on from that. If you do not like him and he does not stop his oafish behavior and you feel threatened, you could report him to some authority figure for sexual harassment, if such is available. Of course if you become really angry, do not be afraid to show your displeasure with a frown.
You can control your social environment with your own assertive behavior. Do not allow others to intimidate you.
