Guy standing too close, from behind-meaning?

ok first of all the guy is not a creep. he's been staring at me couple of weeks, yes, then when he was near me he tried to stay or sit closer.
the last time i bumped into him, twice with him staring at my eyes. and then i asked a question to his friend and he somehow whispered the answee in my ear, for this question, approaching me from behind, i didn't see him coming. he nearly touched my neck with his face.
why is he doing this, why guys stand too close to girls?

He gets off on standing close to women and invading their personal space. I've had this done to me many times, the guys who do it aren't usually good guys
