Nope, probably doesn't mean anything. Most guys I know don't compliment makeup.
The only time I could see it meaning something is how he said it. Was he nervous and stammering somewhat? Then chances are, he likes you, was super nervous and chose the first thing he could think of to compliment you on. I've seen my best friend tell a girl she had nice ear lobes because he blanked out... ear lobes. He was eventually able to ask her out and they've been married for 5 years with one kid.
Are the two of you friends and do you normally apply your makeup in a completely different way? Then chances are, he noticed the change, and wanted to let you know.
I wouldn't jump to the conclusion that he likes you just because he complimented your make up, but you never know.

Quite honestly, if someone is capable of applying just the right amount of makeup, I would probably compliment them if I wasn't so shy and afraid of the consequences of complimenting someone.
Really, though, it probably means you just did your makeup well, at least in their eyes.
I mean, obviously, the wording of the compliment can hold sway as to what one actually means. A bit of an extreme example, but there's a big difference between saying how someone did their eyeliner really well and saying someone's eyeliner makes them look hot/sexy/etc.
Maybe it's just me as far as wording goes? I don't know. I'm far from a social expert.

I complimented a girl on her make up once. I didn't mean anything by it. She usually doesn't wear make up but when she did that day it looked good, so I told her, simple as that. But I could tell by the look on her face, how she looked down, smiled and her cheeks turned red, she really liked it. Even her friend ask me not even a second later "Do you have a girlfriend?" After that however I try to base my compliments off of a woman's style or personality, or something small on there face like dimples, freckles, smiles etc.
Chances are it's a harmless compliment acknowledging how lovely you look for the effort you put into it - I know I've done that a few times for the people I know.
Let it slide and take it at face value (pun intended).because a lot of girls dont know how to put makeup on. lol or he might have seen you before your makeup was on and thought by complimenting you you would do it again and again and more and more and you would be easier to look at? i don't know
He was probably just seeking to complement your appearance without going for the obvious. Cuz that would be distasteful!

I have complimented on girls makeup before but didn't mean I liked them. Often when a girl does a really good job on her makeup, it stands out. There is not too much makeup yet enough to make her look striking and stand out.
I personally have never commented on make up before. But I do sometimes compliment the ladies on the way they smell.
