What does it mean if a guys tells you this?

If a man tells a woman who is not his girlfriend to "be good and stay beautiful" is he just being nice or how she should take that?

It is a vague comment. Like "aloha", it means both hello and goodbye.

It has more to do with the context in which it was said. Was it implied that you would be seeing each other again? Or was it a parting comment after a brief meeting?

I think you need more information before you should worry about him being interested..

I think he's trying to say "Stay good, as well as staying beautiful." Not that she has to be good to be beautiful.

I don't really know what he wants to say with that, it sounds like he likes you, but also that he wants to say goodbye in a nice way.

Sounds pretty lame, no real zest to it at all. There isn't any flirting going on, its just a statement and so leave it as such.
