Firstly, you should try putting prejudices away when wording your questions as to receive more helpful answers. It is clear this is a passive aggressive thing.

Nevertheless, I will explain what I know about this. Some girls like attention. Really, really like attention. They will flirt with guys to get this attention. No doubt there are many girls like this in the world. When it comes down to the wire though, they just don't want a relationship. This is wrong but it stems from a deep insecurity which is never good.
Other girls are often said to do this when they show signs they like a guy and then all of a sudden stop or won't get in a relationship. If this isn't the attention loving type, there are many reasons for this. 1. She has a psychiatric problem. 2. Something happened that made her lose interest for the guy. 3. The guy could not reciprocate his affections well and she moved on and 4. She found someone else that she finds more compatible.
I don't think any girls actually enjoy leading guys on unless they are the ones with mental issues or a desire for revenge/prejudice against men. Even most attention lovers are so consumed with feeding their own insecurities they don't actually realize what they are doing and how it affects other people.

if i do lead guys on it could be because he did it to me, or because he only wants sex.. and sometimes i do so, but not on purpose.. a lot of guys interperate kindness as being interested... i have had a lot of guys think im interested when im really just being polite and nice to them

I don't. I try not to. I do give them hope while letting them down so that the rejection won't hurt as bad.

And I don't want to lose good friends which is why I try and help them find someone else.

Because they like having a guy who compliments them constantly and treats them like a princess, to boost their ego. They claim that they had no idea the guy liked them, but they are bullshitting. They knew damn well that the guy liked them, but they didn't wanna reject him yet, because they wanted to get as much attention out of him as they could before that.

Not all women are that way. It's better if this is clear beforehand but some women do deliberately do it. I had a friend who admitted dressing up nice, looking sexy for free drinks. Men buy you drinks for one reason. She ended up getting raped. I'll leave you to your own personal opinions on that. I know mine.
