He has feelings for me so why doesn't he do something?

He likes me and has feeling so why doesn't he tell he how he feels or makes some kind of move to further what we have which is confusing..

It all started a year ago we first hooked up & slept together after a night out. A month after he asked me out on a date over the holidays & we then hung out again 2 days later. At that point I was still in school, 3 hours away so we's just hook up whenwe’d see eachother. I moved back after finishing school and we continued hooking up. Until one night out he made a rude comment so I refused to kiss him and he got mad & left. He thought I had "rejected him". We went camping with all friends and I came last minute and he was apparently upset that I was coming. We didn't hook up for 3 months, until 2 months ago we hooked up again when we were out. And a few weeks ago he got pretty jealous when I was on the phone with another guy and called me a mean girl lol.

I feel we really do have something, we can't keep away when we see eachother. He's always trying to sit next to me. He gets really shy around me when were not drinking and avoids eye contact. We haven't talked about our feelings with eacother much this is the problem..

I really did enjoy spending time with him. At this point Im not okay with just hooking up with him randomly when I see him because I have feelings and care about him and don't want to get hurt in so I want to say something to him (since he wont) so we can either be something or I have to move on.

You've got to say something then. Guys don't always have to be the ones that risk themselves when confessing to a girl. Tbh, I think they're at times just as nervous as we are to take those steps. :D You can do it, girl! You've already made it this far, having a serious talk about where you stand shouldn't be that difficult if the mood is right. You can start off by telling him how much you care for him & that you always enjoy your time together. I think he'll get the hint of where it's going after that. Observe his reaction while you speak to see how far you can take things.

I just feel I am the one who texts him first and makes more effort, I get he maybe shy, but what if thats not the reason.. I don't want to look like a fool saying I like him and want to hang out if he doesn't feel any of that:(

How do you know he likes you, or even wants more than just hook-ups? Which would make sense, seeing as how you say he gets nervous or not so confident when you two aren't drinking, not even being able to make eye contact with you. The only time he seems to pop-up is when you guys are hooking up once in a while.

Do you guys ever hang out and not hook-up, actually enjoying just being with and around each other?
Regardless, I don't see what's stopping you from 'doing something', asking him to DTR.

We used to hangout just him and I the very begining and it was a lot of fun! We do a lot of things where were nit always drinking, he's my best friend/ roommates brother so I see him a lot.

He could not like you anymore because the feelings have simply passed or he decided you weren't interested and kind of got over it.
If you like him, why don't you make a move?

He still initiates hook-ups because some people have no problem separating sexual activities from emotions. So if he's feeling horny af and he knows you'll put out, why would he not give you a call?

maybe he's nervous about rejection
maybe he's not sure you'd want to date him
maybe he sort of likes the relationship as is
