Why doesn't he have feelings for me when all his actions shows he has?

There's a guy i have feelings for we used to talk for 7 months and he seemed caring and loving, sometimes the way he looks at me speak a thousand words, other times he would go out of his way to patch things up with me and make me happy, he was always there for me for support, he always listened to me. he made me feel seen, heard and loved yet whenever i told him i have feelings for you, he said he wished he had feelings too.
