If scrawny is skinny AND short then fat has it better.
If scrawny just means skinny then fat has it worse.

Basically you can get away with being fat or skinny if you're not short.

Scrawny men; at least fat men have a sort of masculine presence about them. They are large, and can be especially intimidating if they're muscular. Scrawny men don't have that.
