What does he mean, how can you partially love someone?

So I dated this guy about a year and a half ago, we broke up after a month or so mutually and moved on. A few months later we started hanging and hooking up between relationships. We are really good friends but we keep coming back to each other. We were talking last night trying to figure out why we are always there for each other and why we always end up hooking up. He told me that he thinks that part of him is in love with me. When I asked if he is in love with me he said "No, but part of me is in love with you". I don't know what that's supposed to mean. Someone please tell me.

Part of his is in love with you = He has emotional attachment or he likes you physically

Since you both end up hooking up instead of going somewhere meaningful; the words he said means that he's attracted to you and likes to be your f*** buddy. He has no emotional connection whatsoever.
