What does it mean when he says "I see you around all the time but we never talk." But you find it ironic because he never approaches you to start a conversation or texts you first. He's one of the more Popular ish guys so he isn't shy but he is one of the good ones.

If you really must know then he either finds you irritating and doesn't want to talk to you or he actually likes you and is too shy to initiate
