When I was living in NYC for a year, I used to catch the MTA buses as a part of my commute. Twice I saw this sultry woman with a booty walking down the street and both times I saw her, these dudes pulled up in a truck and honked the horn at her. She paid them no mind. I found the whole thing to be pretty funny actually.
It's a symptom of excessive thirst, desperation, hormones and poorly channeled lust and desire. Having said that, there has been a few times where I've had girls honking their horn at me, screaming at me from their car window and waving.

I seriously can't see them being so stupid that they think a girl will be all like, "Oh wow, look at this car full of ravishing gentlemen! I must immediately respond to their romantic gestures and pull down my panties for them!"
So i really think it's just them being dicks with each other.
when they slow down when they get close to you too, i hate that. people honking for no reason anyways can fuck off into a volcano, but yeah, i hate getting honked at while walking.

There is really no inelegant answer to that. It is very juvenile and chauvinistic, but we (males) have all done it. As a rule we "cat call" when we are with other guys and showing out.
