I'm not sure I understood the situation. I'm reading that to mean the guy has his face up, gaze looking out and forward, he's smiling but when his eyes meet yours he looks down.

I'd say it means he finds you attractive and if he knows you maybe he is interested in you a little bit.

I'd want to coach this guy though, that's the wrong behavior. It is a fear that by meeting your gaze you will think he likes you and he is afraid/shy for you to know it. He's got to break that habit. It's good for people to know that you like them, he's got to get over that fear and just like right back at you, meet your gaze and smile directly at you and say hi, as if seeing you just made his day. You can't be looking away, scared someone might think you like them. That's the point. If you have feelings you have to declare them for anything to ever happen. No one would ever get together if everyone is acting all shy all the time and afraid to show feelings.
