It depends on a few factors I think,
How long you have known them
What he cooks you
Where he cooks it, your house or his
How good the food is
How he acts when cooking, is he happy or nervous? nervous would fall more into the interested section as he would be more worried about your opinion on his food
And more but it's not a simple two choice answer :/

Why not just take it slow and ask him after a bit or after you've both eaten?

Another factor is if he only cooked for you and not himself, if it's for you both then I'd say that leans closer to friendly as he's looking out for you while for you both would be more of a date I guess?

Just ask after eating by trying to slowly or gently bring up the question.

It's hard to say, but I would say that it tends to mean that he's trying to save money, especially if he makes you pasta that is based on a jar of sauce. Unless this guy is a real cook (which at your age is unlikely), I've never found such meals impressive. I think that the more meaningful meal is taking a girl to a hipster restaurant and spending a couple hours there while you split a few plates and talk the night away.

Could be either. I mean I know two women who are mutual friends and both very attractive, but I'm not pursuing a relationship right now and neither are they, but I just invited them round to mine for homemade cheesecake and a pasta dinner or something. There's always a chance a guy's interested, but he could well just be being friendly. You'd have to look for other signs I guess like others have suggested, like does he normally cook, how much effort is he putting into it, etc.
For what it's worth, if I was doing it as a date, I'd say so. Miscommunication and confusion and crossed wires is the worst and it'd be humiliating to me if I invited someone round as a date and they thought I was just being friendly and stuff. It's the stuff romcoms are made of lol so I try to be very clear about it. Advice I've got is "is it a date or just hanging out together?" Ask for clarification and he might be disarmed by your directness but it'll likely be appreciated to clear the air either way.

I think it depends on other factors than only cooking or not... I cooked dinner for my female friend more times than I did for my girlfriend (probably only because I was interested in cooking for a while, but didn't know my girlfriend back then), never did that because I was interested, I only wanted to show her that I can do it better than she can 😂
