The correct answer is silence. Someone who premeditates and comes up with a plan for how they go about that situation is comparing the value of two lives that supposedly should matter to them, and answering the question would be pointless as most people would try to take an altruistic or practical approach towards it. In an emergency scenario, instinctually we'd try to save both, so it would depend on who could last longer in the water or how close we'd be to dragging them both out before drowning ourselves in the process, or simply not being strong enough to save a second person.

In this context, it's too easy for me to say my mom because I'm single. But if I had a lover I had strong feelings for? In a scenario where they were both far from one another and equally far from the shoreline, I'd attempt to save my mother first because of her poor health assuming my partner was just as young and healthy as me, then immediately rescue her. Unless someone was much closer to the shoreline, I'd grab and pull them in first, the quicker I can save one person, the better my chances for reaching the other.

Maybe mother and maybe girlfriend, my mother is old and my girlfriend would be my age, so much younger than my mother, so she has way more to loose, so I might save her first. Hard to say. Whichever is worse at swimming? My mother can swim to an acceptable level, and probably would not need my help. If they are both close, you could probably drag them both up at the same time if you are fit enough, or good enough at swimming. Also, as long as they are not unconscious, you can drag one to the surface, get them on their back and quickly go after the other, it doesn't take that much time.

Well I don't have a wife so it's hard to say for sure.

However my mom is getting older and if I do have a wife most likely she's going to be close to my age.

In that case I'd save the wife because in terms of life value she still has many years before she croaks. My mom on the other hand I'd say maybe 20+ years left? It also doesn't help that she has diabetes.
