Depends on the situation. One time there was a woman whom I liked, but I thought that she liked a friend of mine - I totally missed all of her flirting signals etc for about two months. She wound up asking me out to my surprise and delight as I thought that she was way out of my leauge and only liked me as a friend.
The guy you mentioned probably does like you, but like my situation either thinks that you are out of his leauge and/or doesn't know if you like him as a friend or want something more.
Every guy is different. Me it took me months to ask out my GF. I really wanted to make sure she was worth the hassle.. (btw she is the love of my life :)... ) Id say wait it out. If you feel like he's being shy Try to make him feel more at ease. The more buddy buddy you are with him the better the relationship will be.. Because quite frankly dating is more or less being best friends with you're partner.

I usually give it a few weeks to a month or so. Depends on the girl. I've found that when I rush things, I end up wanting to break up a few months into it.
The best people to date are friends... sure they can end bad. My advice is don't rush it, enjoy getting to know him. Because if you rush into it, and you break up... you have no friendship to fall back on.
He could be just shy. I've waited more than a month to ask this one girl out because I'm a super shy guy. Maybe make things easier on him by doing some relatively neutral activity together.
