Absolutely its okay to say that to a guy, that's not to forward at all! It just means 'hi'. Next time you should say that and smile, or say something like 'how are you doing today?' and smile. It all depends upon your tone of voice when you do it - make it sound sweet, nonchalant, happy. Not serious at all.

"Hi there" is not flirty in itself, but flirting is generally more about body language than about spoken words. That being said, learning such signals is natural for some guys, and doesn't even exist for some others. Some guys will be able to tell if you're interested, and some will make you spell it out for them.
