It could be either. If the dude is walking around without a shirt and he's not working outside on a hot day, or jogging around the park or something, then he may well be doing it to show off. But one of the great things about being a guy is that it's socially acceptable and legal to go topless, and sometimes when it's really hot that's a comfortable thing to do.

Well I don't think women who wear clothing meant for hot weather (that obviously bares more skin) are doing that to seek attention. They're just dressing appropriately for the weather.

It depends on the context, no? If a man walks on the beach shirtless, or if he's working in hot and humid environment like in a workshop, or cutting off tree branches in the orchard, I would assume it's because it's hot. If a man walks shirtless into an air-conditioned mall, well...

Correct. As a chubby very hairy guy I do not walk around with no shirt because it does look disgusting. Being very short does not help either.

Usually because it's hot, but some guys legitimately do it just for attention. I don't see the problem with attention seeking either way. We accept that it happens. We are a social species, seeking attention from others is ingrained into us, it's normal.

Regardless of whether it is for attention or to cool down, can it really be called bullshit? If it's bullshit because they're attention seeking then does this make makeup bullshit as well since it's mostly for attention? If it's to cool down then is it bullshit to wear tiny shorts and tank tops since you're showing off a lot of legs and cleavage to stay cooler? Yeah, obviously when I guy walks around shirtless is because it is hot, but as soon as a girl wears a pair of shorts is because she wants attention. If this isn't a stupid way of thinking, then I don't know what it is.

That said, it's not hypocrisy to assume she is wanting attention, as a social species we all seek attention from others from time to time. Both men and women will show off skin to attract the attention of others, models even make a career out of this. I don't think we should assume so much, but our brains pick up patterns easily and this leads to assumptions. It is hypocritical to shame women for it though, like I said, we all seek attention sometimes, men and women. No reason to shame one another whether or not they want attention, since that's a normal thing.
