So he is one of my office colleagues who has recently joined. He sits a bit far from me and I have noticed him that he keeps looking at me. Not once but I caught him 3 times. Does his eyes look like a pervert? As he was walking by i took his pic in my phone

No it's not illegal. There are many who are doing it. According to reports 27% of instagram accounts are fake. What do u wanna say on that? And they are making such accounts just for publicity. I just posted to get your opinions on it. I will delete it in one or two days.

Perhaos it ia not illegal by definiton. But if you put someones photo online and took that photo without consent he could file a complaint because you took a photo that invaded his privacy (if the photo wasn't taken in a public space) or because say something insulting about him or are claiming false things about him.
The fact so many instagram accounts are fake doenst mean it isn't illegal. If you disckver someone stole your pictures and is using them on social media with a false identity or worse using your name and identity (so actually claimjng to be you) this is illegal and you can report them.

Yes but what i am sayjng js that what you are doing could be as well. If the guy sees this and files a complaint he could use arguments as unvading his privacy or claiming untruthfull things. And you also have to ask yourself if you think this is ethical to do this. Making a photo of some guy at work. Then putting it on a website and ask people if he looks like a pervert.
