Yes it is. Just ask him about it. He may be disappointed because he thinks that you are not interested, and thats where the sad look comes from.

But we are not even close, hence I can't ask him. We have talked & smiled to each other before albeit less. We rarely meet but whenever we saw each other we made eye contact, and once we made eye contact without smiling, he looked at me like with a sad eyes.

But how do u know that he is disappointed? As I myself don't even know if he is interested in me or not. He's someone who doesn't talk much though...

To the disappointed part , I would be disappointed if a girl that I really like doesn't show any interest in me.
