Because this is how women act. They want you to show them attention and interest without having to risk showing their own. Most of them are pretty cowardly this way and justify it by saying it's the man's "job" to chase them down.
It can get better though. There's this one girl I have wanted to be with for three years since I met her. She's finally starting to go out with me and is warming up. I had to spend long stretches of time just ignoring her and going out with other girls. It's a science and an art showing interest without seeming desperate. The key is to be clear and direct about your feelings but also showing that you won't be missing out on anything if she doesn't come. Women want to see they're going into something that is already strong on its own - they see hanging out with a guy desperate for them the way you might feel about walking into a building that's on fire.

Anyways OK well she could just be flirting and playing with you getting you all interested and BOOM she doesn't wanna do anything with you. She's a tease..seems like all nice and makes you smile..but no she's just not into you. Unless she's playing hard to get ..like really trying to figure out if your her type and wanna to challenge you!
