Guys, Why would a guy who's walking slow down when he sees me and stare? Like it's so obvious. Is he doing that on purpose?

Probably not on purpose to make you comfortable. Probably just to get a better look because he likes what he sees. I know I've caught myself staring before and its "almost" a reflex. I can force myself not to, but sometimes you get caught off guard.

But he slows down while staring (like I can really tell that he's walkinf slower than usual)

Kinda hard to tell. He may not realise he's doing it, he also could have some stalker tendencies. It's hard to say.

In my experience, if I like a girl, I don't slow down and stare. I will look, maybe slow down some, but try to do it discreetly. Staring in rude, and suggests the guy has a problem that will not work well in a relationship.
