What does it mean when a guy actively watches all of your stories, but doesn’t talk to you?

Anyway, my guy friend always watches my stories on Instagram (sometimes he’s the first one). I know he pays attention to what I post because, one day we were hanging out and I said something (I don’t remember exactly what I said), and he responded, “oh yeah I remember you had that on your story.” However, he hardly texts me first/reaches out. For example, if I post that my cat died on my story, (I don’t have a cat, this is just an example), he’ll watch it, but won’t reach out. But, if I see him in person and initiate the conversation, he’ll then ask if I’m ok. He knows I have a crush on him, and I know he’s shy, but he can’t be this shy. So do you think he’s interested or no?

I’m shy too lol, but I told him that I was interested (took a lot of courage for me to do that), and his response was, “I haven’t been thinking about dating, but I’d love to see you more and hangout a bunch!!!” So I’m just confused

Well a month ago he told me that he wants to see me and will do so before school starts, and I found out that he was in my hometown for a few days and he didn’t tell me anything. (He lives 6 hours from me). So I just stopped talking to him. His words never matched his actions

maybe he lacks the confidence to approach you in anything, if you spend more time with him, he will gradually gain that confidence
