I sometimes struggle to initiate hangouts because I feel like people are busy or like I have to have a solid plan first, I guess I talk myself into thinking that "come over and hang out" isn't a good enough ask and I have to come up with some activity for us like going somewhere. Honestly I can't even hardly randomly facetime people unless I ask them if it's okay first, because I convince myself that they're busy or they're around their family/friends and won't be able to talk.
He may also just not be good at initiating, but he clearly wants to spend time with you so that's a good sign. Not enough information to decide whether he just wants friendship or something more, but if you spend that much time together I'd be hopeful.
