What does it mean if a guy texts you everyday but does not ask to hangout?

I have been seeing a guy for the past six months. We hooked up twice, and have spoken about going on dates but never ended up going. He texts me every single day from morning to night. I just don't get it, why would he text me everyday but is not making plans to hangout in person? Whats the point

Part of the reason people enjoy talking to people is that they enjoy talking to the person they are talking with. I know my answer may come across as snarky, but it really is that simple.

The guy interacts with you because he enjoys interacting with you.
