This guy didn't wish my a happy birthday?

This guy and I almost never text or anything, but we discussed our feelings once and he knows that, at least some time ago, I had a slight interest in him (I actually was in love with him, but I couldn't tell him) and I know he was kinda attracted to me too.
Today it's my birthday and I posted some Instagram stories. He saw them but didn't text me to wish me a happy birthday. What do you think about it? And what should I do? I mean, does it mean I should just let him go because he doesn't care about me?

I know it hurts when the person you like doesn't wish you happy birthday. Maybe he doesn't wish anyone or feel like he doesn't know you enough to wish you. But most of the time when we like someone, we will use every opportunity to talk to them.
