I’m wondering whether or not this guy is interested in me?

So basically this guy and I go to the same church, he is one year younger than me. Before this whole COVID thing, we volunteered in the church every Sunday. We acknowledge each other, however but never actually talked to each other before. Sometimes I would caught him stare at me, not only that but he also showed up at the place where I was. He tried to stand near me, and caught him looked deeply into my eyes once. The way he acted around me definitely inconsistent, he showed a lot of mixed signals, and my sister also acknowledged it too. She also saw him looked at me couple of times. Whenever I caught him looked at me, sometimes he would look away, but there will be day that he just didn’t look away or smile at me either. What he did instead was turning around to look at me when I walked past him. One thing that confused me was that once time while he was talking to his sister, he just kept looking back in my direction. Additionally, he stares at me but avoids me when I’m close. He runs away when I’m coming towards him but stares at me from far away. Why? For example, he pulled out his phone and pretended to text someone on the phone while walking past me. This one time, while I was talking and laughing at my guy friend’s jokes. He instantly put down his phone and looked at me, as I was about to walk past him. He instantly stood straight up, and started fixing his hair.

I really sure that he is a very shy guy that is why I always want to know the reasons why a guy would avoid/ignore me when I don't know him personally/ I did nothing to him and he pretends like I don't exist or he doesn't see me. He stares at me from a distance or when I'm not looking though

He has no idea how to talk to you. Women are an alien species to him. If you want something to happen you'll have to do something. Ask him to coffee or lunch after church.

If you know that he is a shy guy and will sometimes not look away or give a smile when caught looking at you he is definitely interested in you and any good guy that isn't just thinking with his penis won't be making the first move unless you've given him verbal consent to do so if you like him find a way to tell him if he's really that shy maybe give him or his sister a note
