Depends on how you define pervert.

The vast majority of men have a higher sex drive than the vast majority of women. And men in general place more importance of their partners appearance than women do (women still care).

If having a higher sex drive and being visually attracted qualifies as being a pervert. Then yes.

Not all , there are men who are sexual deviants. And some women as well. The first people who ever sexually harassed me in my life were females. I was 9 and they were 10 years old (imagine that)
So not all men are perverts and not all perverts are men
