It doesn't matter. You start a family when you get married. Why? That's how you and he protect each other and any kids.

So, if he wants to "start a family" with you, then tell him to put his life on the line for you (which is what people in love do) and get married. Once he marries you, that shows he's adult enough.

BOTTOM LINE:
If you aren't adult enough to commit to marriage, then you aren't adult enough to be a parent, let alone to commit to being a parent.
