Is it too late to tell him how I feel? What should I do?

This guy i met years ago, he would always stare at me & act as though he liked me. One day he asked me to go for dinner with him, he asked in front of his friends so i laughed it off as a joke & he left it at that. However he carried on staring at me or coming over to talk whenever we saw each other, it went on for a couple of years like this.
Then he got a girlfriend & he stopped talking to me. We hadn't spoken to each other for nearly a year, when i contacted him to ask if he could help me with some work. He said yes & came to do the work for me. He told me that he was single again, i was talking to a guy but i got impression he was jelous about this with things he said about it.
I have realised now i want to be with him. Is it too late to tell him this? Does he still even like me? Please help, what should i do?

Just kiss him on the lips or something or rub your boobs on him. Or sit in his lap. When you eating together, spoon-feed him stuff. Play with your hair a lot when you're talking. All of the above maybe.

You laughing off his earlier date proposal was not cool on your part. You embarrassed him big time AND you embarrassed him in front of his friends. I'd say that is something to apologize for.
