Stare. Over funny, over nice guy, talks too much. Ignores you, I mean to a point he's avoiding you but that's trippy he just may not like you.

Iv done all these things and I tried a couple times to talk and get a number or just went straight to ask her out didn't work so good.

I'd say of he seems like a less than extroverted guy just appear open to him, say hello goof morning, talk with him ask him questions, give him an opening hopefully he isn't too shy and he'll do fine.
