Hmm depends. I'm a runner daily. I'll smile and glance at people in my neighborhood saying good morning and they say good morning back or hi or something. I think you're probably referring to some homeless crack addict awkwardly smiling at you when you walk by him lol. Kidding 😋

Some guy are being nice with a quick glance smiling at women trying to be friendly. It's ok to smile back and say hi or something. Maybe they don't realize it's awkward for you?

If some guy is just staring at you smiling then yeah that's weird and awkward lol. He's probably looking at your boobs smiling 😃 lol. At a distance maybe he thinks you don't notice him looking at you so he keeps staring.
