Guys, How can someone, say that they love you and care for you deeply. But seems to only hit you up, when they want a hook up?

Like, I really would like to understand this type of behavior. Like of course. They'll ask you how are you and how have you been, but then try to be slick and pull that oOH can I come over, after work and see you. Like you and this person have normal conversations as well. But, when you don't give in to what they want, they disappear or go silence or maybe even ghost you, for awhile smh. I mean I feel like if a person genuinely cares about you they should actually be genuine towards you, and consider your feelings and thoughts. Because it doesn't make sense for a person to say that they care about you and I love you when they're not really showing Improvement in their actions. So how would you guys describe this type of behavior?

Well he usually says this when we have a heart-to-heart conversation and when I usually tell him 1st, then after he says it back. I believe only once he told me that he loves me and said it first before I did but yeah usually he tells me he cares for me and cares about me.
