Why would a guy flirt with a girl but not initiate texting/phone calls/one-on-one hangouts?

I usually thought of flirting as light-hearted banter and humor though and I used a humorous tone to it always. But flirting wasn't my way of showing interest. For that I was very simple: I'd just ask her out.

It's tricky because my actions and thoughts in these types of scenarios don't seem to match most guys on here which is why I'm reluctant to speak about general guys' behaviors and only go into my own. But I could look at a girl like that and compliment her like that only with the intention of making her feel pretty and happy. I could even be sexually attracted to a girl without wanting to date her because as attractive as she is, she isn't quite my type and I can't picture us getting along in that context so well.

My crude thought after some early relationships is that pretty girls are a dime a dozen. They're still pretty and wonderful that way but there's plenty of them (especially since I often lived in very densely populated and fashionable areas). So the girls I wanted to actually date weren't just attractive to my eyes. I'd ask them out as soon as I thought something was there but it wasn't based so much on her qualities and more like "our" qualities: if I could picture us together that way because we're clicking and communicating so well that there might be a future for us as lovers. So my number one way of selecting girls was based on the feeling of potentially high compatibility.
