Why a guy flirting with you face to face but not texting or asking for going out other than work place?

We work in same place. He was getting close to me from the time I started to work. He is talking, looking to me different than other girls. He always makes jokes or mess with me for fun with respect absolutely. On break time at work we went out couple of times and always he paid. He bought cute little gifts from his country. He told me about his ex, his family and some of his future plans. He got my number but after I mentioned it indirectly so he could ask for it. He told me he is gonna text me and send me a song but he didn’t. Today we went out on break to drink something. I got little high not much I just start laughing and told him what I thought when he told me that he was going to text me or send me a song but he didn’t. He told me he is going through a lot of things in life. I acted little bit more flirty and told him that I wanna spend more time with him out of work. He asked me to going to a movie sometime and that he is going to make free time for me but even after 8-9 hours he didn’t text. Why he is like that? What he wants?

Hmm that is kinda weird that he's all flirty with you at work but then doesn't follow through with plans or texts outside of that. A few thoughts on what could be going on:

- He may genuinely be super busy with other stuff, but that's still no excuse to leave you hanging if he's interested.

- Could be he likes the attention at work but isn't actually trying to take things further. Maybe just enjoys flirting without commitment.

- Might be worried about crossing boundaries since you work together. But again, a simple text takes 2 seconds.

- Possibly he's a bit shy or insecure when not in person. Or gets cold feet following through.

I'd call him out casually next time at work, like "hey, you never did send that song.. or text me like you said. Everything ok?" See how he reacts. Pay attention to if his words match his actions going forward too. Don't invest more feelings until he shows he's willing to meet you halfway outside the job too. Maybe give it another chance, but protect your heart sis!
