Why do men stare without smiling?

Happens a lot and i suck at social skills

Because they are nervous, don't know the proper thing to say, only get one shot at it, likely aren't tall or attractive enough to get away with saying anything and be successful at it, and may not have a good or charming enough smile. I know I look creepy or like a serial killer if I smile, so I try not to ever do so.

I'm 45 and that still happens. I've heard men complaining on gag that women call them "creepy", but it IS creepy. It just happened to me again yesterday. A smile and a wave would really change the creep factor.
