Well, personally I just use it to poke fun at other people. I guess it can be loosely interpreted as flirting, if she only does it to you.

But I do it pretty much everyone so for myself it just means that I'm playing with you.

So, if she only does it to you, it could be a way of flirting.

If she does it to everyone, don't really think much of it.

What about, I don't know, if I try to make her laugh and she just gives me a "thats not funny" stare but then smile like that when she thinks I'm not looking?

Well, usually every time I make her smile she'll do that, or if she is "mean" to me she'll smile like that, other times when I make her mad and I go up to her and make her smile she'll do it, but turn away so I don't see her. Other times she'll pretend to be really serious when I'm trying to be funny and when I finally give up and walk away, I can see with the corner of my eye that she cracks that grin.
